Senior Procurement/ Expeditor Engineer, Abu Dhabi, UAE

Job Purpose

The Senior Procurement / Expeditor Engineer is responsible for managing procurement activities and expediting the timely delivery of materials, equipment, and services for ADNOC Offshore projects. The role ensures compliance with ADNOC standards, project specifications, approved procurement procedures, quality requirements, and project schedules while coordinating with vendors, engineering, construction, logistics, and project management teams.

Key Responsibilities
Procurement Management
Execute procurement activities for offshore EPC/EPCM projects in accordance with approved procurement plans.
Prepare and issue RFQs/RFPs to qualified vendors.
Evaluate technical and commercial bids in coordination with engineering and project teams.
Prepare bid evaluation reports, commercial summaries, and recommendation for award.
Negotiate commercial terms, pricing, delivery schedules, and contractual conditions with suppliers.
Issue Purchase Orders (POs) and monitor contractual compliance.
Ensure procurement activities comply with ADNOC procurement standards and project requirements.
Expediting & Delivery Management
Develop and implement expediting plans for critical equipment and bulk materials.
Monitor vendor progress against approved manufacturing schedules.
Conduct regular follow-ups with suppliers regarding engineering submissions, material procurement, fabrication, testing, and shipping activities.
Identify potential delays and implement recovery plans to maintain project schedules.
Coordinate with inspection agencies and QA/QC teams for timely inspection release.
Track and report procurement and expediting status through weekly and monthly reports.
Vendor Management
Maintain effective relationships with approved ADNOC suppliers and manufacturers.
Participate in vendor audits, pre-qualification, and performance evaluations.
Resolve supplier-related issues concerning delivery, quality, documentation, and compliance.
Support development of strategic sourcing initiatives and supplier improvement programs.
Coordination & Project Support
Interface with Engineering, Construction, QA/QC, Logistics, and Project Controls teams.
Coordinate material status reviews and procurement progress meetings.
Ensure timely submission and approval of vendor documents.
Support project change management and variation order processes.
Assist in project risk assessments related to procurement and supply chain activities.
Logistics & Customs Support
Coordinate with logistics teams for shipment planning and transportation.
Monitor customs clearance and delivery to site.
Ensure all shipping documentation is complete and compliant with project requirements.
Reporting
Prepare procurement status reports, expediting reports, and management dashboards.
Maintain procurement tracking systems and material status reports (MSR).
Highlight critical procurement issues and mitigation actions to project management.
Qualifications
Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Industrial Engineering,  or related discipline.
Professional certification such as CIPS, CPSM, or equivalent will be an advantage.
ADNOC project experience is highly preferred.
Experience
Minimum 15 years of experience in procurement, expediting, and supply chain management within Oil & Gas, Offshore, EPC, or EPCM projects.
Minimum 5 years of experience on ADNOC Offshore projects preferred.
Proven experience handling long-lead and critical equipment procurement.
Experience with offshore packages including:
Process equipment
Pressure vessels
Heat exchangers
Pumps and compressors
Valves
Electrical and Instrumentation packages
Structural and piping materials
