Associate Public Relations Officer, Muscat, Oman

We need an Associate Public Relations Officer,

Functions:
ESSENTIAL

. Coordinate and administer Government related services on behalf of the company:

Obtain visit, business, new employment visas / work permits for all expatriate employees, and dependents, if applicable
Monitor and renew expat employee and dependents’ residence permits
Facilitate and follow-up cancellation of visas for employees and dependents.
Facilitate complex medical and accompany employees and dependents to medical center, if required
Visit typing centers for the typing of labor contracts, medical forms, Emirates ID forms
Obtain Security Pass on behalf of expat employees, if required
Administer and application of quotas as required
Visit and Liaise with Embassies, Airport Immigration, Police department, labour office and any other government department as required
Coordinate, administer and business facilitation on day-to-day basis:
Review and ensure labour contacts are in compliance with government requirements
Administer MOHRE and Immigration portals on behalf of the company
Liaise with the government entities, Labour and Immigration offices to ensure immigration compliance
Liaise with government entities to confirm the most update information regarding immigration rules and regulations

o Provide timely updates to the company (HR and GM) regarding any changes on labour, immigration rules and regulations

Administer company and joint venture companies’ licenses

Qualifications/ Skills Requirements

The candidate must have at least 5 years’ experience in similar job with strong experience with

government organizations and embassies

Educational background: at least completion of Secondary Education
Excellent networking and interpersonal skills
Good influencing and networking skills
Excellent spoken and written Arabic is a must
Good knowledge of written and spoken English
Valid UAE Driving License

Working Conditions

This position is considered OFFICE WORK which is characterized as follows.

Almost exclusively indoors during the day and occasionally at night.
Work surface is stable (flat).

Eliminate waste of whatever form, to suggest the use of more environmentally friendly substances and practices and contribute to the continuous improvement of the environment.

Main responsibilities:

Build strong, credible relationships with UAE MOHAP, DHA, DOH-Abu Dhabi, GCC regulatory bodies, Gulf health councils, immunization committees, pricing authorities, and national procurement bodies to advance Sanofi's strategic agenda.
Represent Sanofi in multi-government initiatives on AI in healthcare, digital health, vaccination, and chronic disease strategies across the Gulf region.
Track policy developments across Gulf markets, evaluate implications for all GBUs, and develop advocacy strategies on pricing reforms, regulatory innovation, immunization pathways, and disease-prevention programs.
Ensure Public Affairs alignment across Vaccines, Specialty Care, and General Medicines at regional and country levels, providing proactive policy insights to support access strategies and launch readiness.
Establish and lead collaborations with Gulf health councils, regional scientific societies, multilateral organizations, and public-health institutions to support disease prevention, screening, NCD management, and digital-health adoption.
Contribute to regional white papers, position statements, and industry-platform recommendations that shape the healthcare policy landscape across the Gulf.
Monitor emerging external risks and support crisis-management preparedness and mitigation plans in coordination with Corporate Affairs and Communications.
Engage with embassies, trade missions, and economic-development offices where relevant to advance Sanofi's institutional presence across the region.

About you

6–10 years of experience in Public Affairs, Government Relations, Institutional Relations, or Health Policy roles across Gulf markets.
Strong familiarity with UAE health authorities (MOHAP, DHA, DOH-Abu Dhabi) and the broader GCC policy environment.
Proven ability to navigate multi-country stakeholders and diverse healthcare systems across the Gulf region.
Strong fluency in English is required; Arabic is highly preferred.
Experienced level competencies in Healthcare Policies, Strategic Insights, Government Advocacy, Trade Associations, Partnership Development, and Strategy Development.
Strong stakeholder relationship management and policy development capabilities, with excellent communication skills and business acumen.
Intermediate level skills in Foster Innovation and Crisis Management.

Bachelor's degree in Public Policy, International Relations, Political Science, Law, or related field; advanced degree preferred.
Willingness to travel extensively across Gulf markets as required by the regional scope of the role.

Job Description

Government Relations & Administration Assistant

The Legal & Governmental Affairs Assistant is responsible for managing all government-related transactions, employee documentation, regulatory compliance, and administrative support to ensure uninterrupted operations in the company. The position also maintains strong relationships with government authorities and ensures timely renewal of licenses and legal documentation.

MAIN RESPONSABILITIES are set out, but not limited, to:

1. Government Relations & Licensing

Collect, prepare, and submit all required documentation to banks and government authorities.

Renew and follow up on all company licenses with relevant ministries and authorities.

Follow up on completion of transactions and procedures with relevant government entities.

Collect official correspondence addressed to the company from authorities.

Issue documents from government portals such as SABER, including certificates of origin and supply-chain related documentation.

Monitor expiration dates of all government documents and ensure timely renewal to avoid penalties.

Process authorizations and industrial exemptions through FASAH

2. Employee Government Services

Issue and renew employee work permits, residency permits (Iqama), and visas.

Monitor employee attendance and leave records in coordination with management and provide data for payroll processing.

Administer medical insurance enrollment for employees and dependents, including annual renewal negotiations.

Assist all employees, including temporary staff, with government-related requests.

Support compliance with Saudi labor regulations.

Facilitate smooth exit-entry processes for expatriate employees.

Renew and manage company accounts on government portals (example: GOSI).

3. Government Visits & Inspections

Accompany government officers during official visits to the facility.

Support inspections from Labor Office, Ministry of Energy, and Ministry of Environment and other related authorities.

Provide documentation and ensure compliance during audits and site visits.

4. Employee & Administrative Support

Assist expatriate employees with government procedures, particularly where Arabic language support is required.

Support training sessions by providing Arabic translation where needed.

Maintain positive employee relations and help prevent unnecessary escalation.

Assist management with administrative tasks and documentation.

Prepare and maintain files, records, and official documentation.

5. Compliance & Operational Support

Ensure company compliance with Saudization requirements.

Monitor classification under the Saudi traffic light system (Red, Yellow, Green).

QUALIFICATIONS

Diploma or Bachelor Degree in BA, Law, or related fields.
At least 3 years experience in Government relations within Saudi Arabia.
Proficient in MS Office.
Fluent in English and Arabic.

PERSONAL SKILLS

Strong attention to details and organizational skills.

Ability to manage multiple tasks and meet deadlines.

Good communication and interpersonal skills.
