The overall goal of the job
Preparing, designing, implementing, and monitoring learning and performance programs and initiatives at the level of government entities, in a way that ensures a measurable impact and alignment with strategic objectives.
Tasks and responsibilities
Leading the analysis of training needs at the level of government entities, and preparing and monitoring the implementation of annual training plans to ensure their alignment with strategic objectives.
Designing and developing learning and career development programs and initiatives in line with approved competency frameworks and the needs of government entities.
Supervising the implementation and monitoring of learning and development programs and ensuring that they achieve their objectives and the quality of their outputs.
Monitoring the commitment of government entities to implementing the performance management system, and ensuring the implementation of all stages of the performance cycle in accordance with approved policies.
Review and audit performance evaluation results to ensure their fairness and consistency with approved performance and competency standards.
Ensuring that individual goals are aligned with the strategic goals of government entities, and supporting entities in improving the quality of goal formulation and performance indicators.
Supervising the preparation and implementation of employee development plans and linking them to performance evaluation results and learning and development programs.
Leading the implementation of training impact measurement methodologies, analyzing their results, and preparing analytical reports and development recommendations.
Preparing and analyzing periodic reports on performance indicators related to learning, development, and performance management, and submitting improvement recommendations.
Managing relationships with training and consulting service providers, ensuring the quality of program implementation, and adhering to approved standards.
Providing advanced technical support to human resources units and supervisors, and conducting awareness workshops to build capacity in the areas of learning and performance management.
Monitoring government entities' compliance with approved policies and procedures, and participating in auditing, governance, and development of related systems and procedures.
